The Village of Fayette, (Village) is seeking bids to rent/farm a municipal owned property located on E. Industrial Parkway for the 2024 season. Bidders would not be considered a public employee and would not accumulate public service credit.

 

PROPOSED PROJECT

 

Bidders should submit proposals to farm a nine-acre parcel (19-038829-00.000) located on E. Industrial Parkway for the 2024 farming season.

 

PROPOSALS

 

Sealed proposals will be received by email (administrator@villageoffayette.com), regular mail (PO Box 87 Fayette, OH 43521), and drop off at the Village of Fayette Municipal Building (102 W. Main Street Fayette, OH 43521) addressed to Bryan Stambaugh, Village Administrator no later than March 15, 2024.  Questions concerning this proposal shall be submitted in writing by e-mail to Bryan Stambaugh. Bidders are not permitted to communicate with any other Village employees, legislators, or representatives during the selection process. The Village reserves the right to reject any proposal for violation of this provision.

 

All proposals shall include an annual proposed rental rate for the right to farm the above listed parcel during the 2024 season.

 

An individual bidder or officer of the entity bidding must be empowered to bind the bidder in a contract and shall sign the Proposal and any written responses to the Village. During the proposal evaluation period, the Village reserves the right to request additional written information to assist in the evaluation of the Proposal. The Village also reserves the right to reject, for any reason that seems sufficient, any or all Proposals in whole or in part and to waive irregularities in the Proposals received. All bidders submitting proposals will receive a written response from the Village as to which bidder was selected.

FOR EQUIPMENT RENTAL

Re: 24 HOUR ON-CALL EQUIPMENT RENTAL/DELIVERY

Date: January 5th, 2024

 

The Village of Fayette, (Village) is seeking a qualified vendor to provide 24-hour on-call equipment rental and delivery service for a 12-month period of time. This vendor may also provide a quote for labor, if they are able to provide a laborer(s) with excavating experience, water repair experience, and sewer repair experience. If providing a quote for contract laborer(s), vendor would be responsible for providing proof of all benefits, worker’s comp insurance, etc. All contract laborers would not be considered a public employee and would not accumulate public service credit.  The Village will negotiate the final scope and fee structure with the vendor deemed best qualified, in accordance with the evaluation factors, to perform the services outlined in this RFP.

 

PROPOSED PROJECT

 

The proposed project consists of 24-hour on-call equipment delivery. Vendor must be able to deliver any and all applicable equipment requested by the Village within one hour (or less) following the request on a 24-hour, 365-day basis. Requests may or may not include providing additional laborer(s), if request does include labor, laborer(s) must be able to be on site within one hour of the request.

 

Applicable equipment needed (may or may not be limited to): Dump Truck, Equipment Trailer, Front End Loader, Excavator, Backhoe, Skid Loader, and Generator

 

PROPOSALS

Proposals shall be a document of no more than ten (10) double sided pages or twenty (20) single sided pages between covers. All proposals shall include rental/delivery rates for the above listed equipment as well as contract labor rates.

 

All proposal requirements must be met or be capable of being met by the responding vendor or the submittal will be disqualified as being non-responsive. An officer of the vendor empowered to bind the vendor in a contract shall sign the Proposal and any written responses to the Village. During the proposal evaluation period, the Village reserves the right to request additional written information to assist in the evaluation of the Proposal. The Village also reserves the right to reject, for any reason that seems sufficient, any or all Proposals in whole or in part and to waive irregularities in the Proposals received. All vendors submitting Vendors will receive a written response from the Village as to which firms are selected for further consideration.

REQUEST FOR STATEMENT OF QUALIFICATIONS 

FOR PROFESSIONAL CONSULTING SERVICES

Re:     Consulting Services for Engineering of Elevated Tank Project

The Village of Fayette, (Village) is seeking a qualified firm to provide experienced professional engineering consulting services to assist in the assessment of an elevated tank. Services will include but are not limited to, the design and construction of the project. The Village will negotiate the final scope and fee structure with the consultant deemed best qualified, in accordance with the evaluation factors, to perform the services outlined in this RFQ.  

PROPOSED PROJECT

The proposed project consists of design and construction of an elevated tank. It is anticipated that the Village will use a combination of funding sources to complete this project, therefore the selected firm must document experience with state and federal funding programs for water projects.

STATEMENT OF QUALIFICATION

Statements will be received by email only and must be sent to Bryan Stambaugh, Village Administrator at administrator@villageoffayette.com, no later than January 29, 2024. Questions concerning this proposal shall be submitted in writing by e-mail to Bryan Stambaugh. Firms are not permitted to communicate with any other Village employees, legislators, or representatives during the selection process.  The Village reserves the right to reject any proposal for violation of this provision.

Statements of Qualifications shall be a document of no more than ten (10) double sided pages or twenty (20) single sided pages between covers.  Any Statement of Qualification with excess pages will not be considered.  Per ORC 153.65-71 SOQ’s must include the following:

1.    Firm Overview including contact information and services listing;

2.    Key Personnel and Qualifications;

3.    Representatives project experience-minimum of 3 projects, with references per area of expertise;

4.    Background material, references, and qualifications for each proposed sub-consultant.  


The following will be used as evaluation criteria:

1.    Technical Qualifications

2.    Recommendations

3.    Capability to meet schedules and budget requirements

4.    Capability and capacity to perform


The Statement of Qualification should also include the following information:

    A brief discussion of your understanding of the project;

    A brief discussion of similar projects completed within the last five (5) years, including current references; 

    A brief discussion of your firm’s experience utilizing state and federal funding programs;

    Right-of-way services such as property and easement acquisitions may also be an element of the project.  Describe your firm’s ability to perform these services.  

    The project schedule is to be strictly adhered to.  Describe your firm’s ability to meet deadlines and to adhere to a budget.

Firms with experience in rural areas will be given special consideration by the Engineering Selection Committee. Although the cost of consulting services will not be considered during the selection process; the Village has limited local funds, therefore firms must be willing to keep engineering costs to a minimum.
